Will County Substitute List
In the past, the ROE maintained a database of substitute teachers that the county school districts could access via the internet. At the request of the school districts the ROE will re-activiate the Sub List in January 2012. There will be a $5.00 fee assessed to each applicant to maintain this database. If you would like to be included on the Sub List for all 29 Will County School Districts. Once you have obtained a COA for Will County please complete the attached form and return it to the ROE. Substitute Teaching

You need to hold a valid Teaching Certificate or Substitute Certificate to be a substitute teacher in Illinois. A Substitute Certificate, valid for four fiscal years, may be issued for teaching in all grades of the common schools when no appropriate fully certified teacher is available to teach in a substitute capacity. You must register your Substitute Certificate in the county in which you wish to substitute teach. A person holding a Substitute Certificate may teach unlimited days in a school district, but no longer than 90 days for one teacher in a single year. The city of Chicago is excluded from this limitation. Applicants may obtain a Temporary Employment Authorization from their regional superintendent who will determine if the applicant qualifies for certification.

To obtain a substitute certificate

Anyone interested in obtaining a Substitute Certificate must have a bachelor's degree or higher from an accredited 4-year institution. A Substitute Certificate is valid for 4 years and may not be renewed. Upon its expiration, the holder must apply for a new certificate.

  1. Completion of application form

  2. Registration Form

  3. Official transcripts (in a sealed envelope) identifying the completion of a 4-year degree from an accredited institution.

  4. A cashiers check for $75 made out to the State Superintendent of Education.

  5. $40.00 cash or check to register your certificate for 4-years in Will County. Checks should be made out to Will County ROE.

    If you have previously held a Type 39 – Substitute Certificate and your certificate has expired, you may be able to apply for a new certificate on the Educator Certification System (ECS).  Log in or create a username and a password on ECS.  Click on Applications.  Go into Substitute Certificate applications.  After you have provided the required information you will be required to use a credit/debit card to finish the transaction.  The application fee is $75.00.  Once you have been issued a certificate number, you must register the certificate with the Regional Office of Education.  Click on register certificate, provide the required information, and use a credit/debit card to pay the fee ($40.00).     NEW SUBSTITUTE TEACHER REGISTRATION REQUIREMENTS

Pursuant to Sec. 10-21.9 of the Illinois School Code, as of January 1, 2011, all teachers seeking a substitute position in Illinois schools are required to register with the Regional Office of Education and qualify for a “Certificate of Authorization” in the county where they wish to teach.

Prospective substitutes who want to work in Will County schools must now apply for a “Certificate of Authorization” at the Will County ROE.

All substitute teachers currently active on the Will County ROE Substitute Teacher List have documentation on file and are considered to have a “Certificate of Authorization” from the office until further notice.

Fees for Substitute Teacher Certificate of Authorization:
$49.00 Fingerprinting fee(criminal background check)
$10.00 Processing fee (for out-of-county Authorization registration)
$5.00 Sub List Request fee (Optional)


To receive a “Certificate of Authorization”:

The following documentation must be provided before a “Certificate of Authorization” will be issued by the Will County Regional Office of Education:

  1. Substitute Teacher Information Form. (Includes Physician's Statement of Good Health & TB results)
  2. Acknowledgement of Mandated Reporter Status.
  3. Employment Eligibility Verification, Form I-9 (two forms of identification are required in person, i.e. Drivers License, Passport, S ocial Security Card, or Birth Certificate.)
  4. Substitute Teacher Permission Form.
  5. Sub List Request Form 2012** (Include $5 maintenance fee in cash, personal check or money order)
  6. Physician’s statement of good health and freedom from communicable disease, including tuberculosis, signed by a physician and not more than 90 days old.  Please keep a copy of these for your records. Will County residents may contact the Sunny Hill Tuberculosis Clinic.
  7. Call and set up an appointment for fingerprinting (appointments are taken on Tuesdays/Thursdays only). There is a $49.00 fee to perform a criminal background check (cash, personal check or money order).  Applicants are responsible for all fees associated with performing a criminal background check.
